Phase 01
Sense
Deep listening before any decision. The bioregion senses what it is, what it carries, and what it is being asked for.
Mechanism
Sensemaking circles, ceremony, and the listening practice Permatours has carried for five years across the northeast. Indigenous lineage is acknowledged at the threshold. The work of the bioregion that follows rests on what was heard here.
Phase 02
See
What was sensed becomes legible. The bioregion sees its own assets, relationships, wounds, and readiness for regeneration.
Mechanism
Bioregional mapping, regenerative-capacity assessment, and the Bioregional Intelligence Dashboard the Embassy is building with the stewardship. Patterns surface. Names get attached to relationships. The federation can read what the bioregion has shown it.
Phase 03
Activate
Catalytic capital activates what has been seen. Charitable, recoverable, and patient capital each find their pathway and the bioregion begins to move.
Mechanism
Two-rail fiscal sponsorship through Kinship Earth and the Nalu'ea Living Trust. Per-pathway agreements. Stage-gated deployment so each tranche meets a bioregion that is ready for it. The Flow Fund itself is governed by the bioregional stewardship circle, not by the platform and not by investors.
Phase 04
Celebrate
The work shows up as gathering. Festival as assembly, assembly as action lab. The bioregion sees itself in public.
Mechanism
Permatours-lineage festivals, ceremony, and bioregional convenings. Documentation that travels back into the federation. Capital becomes presence the bioregion can touch; coordination becomes a thing the community can feel in its body.
Phase 05
Regenerate
Recoverable capital recycles. Patient capital returns at a regenerative pace. The lineage thickens. The next cycle begins.
Mechanism
Recovery profile on PRI capital. Patient return on Nalu'ea Trust positions. Forkable pattern documentation flows to the next bioregion preparing to sense. Nothing is final; the loop is the form, and the bioregions hold it.
The composition
The loop is the form.
The five phases do not finish. Regenerate enters Sense in the next season, in the next bioregion, with the lineage thickened by the work just completed. Capital is patient because the loop is patient; coherence is the only thing being built, and coherence cannot be hurried.
The loop is already turning. Kinship Earth has moved roughly $370,000 in trust-based participatory grants across 30+ bioregions since October 2024, each one a discrete cycle of sensing, seeing, activating, gathering, and returning what was learned. The protocol did not invent the cycle. It is the form that holds what is already alive.
Across the federation, bioregions run the loop in parallel. Hudson Valley senses while Cloud Forests sees and Montego Bay regenerates. The structure honors the rhythm of each place rather than imposing a single tempo on all of them. Origins, stewardship, and sovereignty are the foundations underneath. Read them as the next layer.
