The bioregional stewardship circles hold final authority over deployment within their geographies. The Nalu’ea Living Trust does not override that authority; it accompanies it. The platform does not vote. Capital arrives at the threshold of the bioregion and the bioregion decides where it goes.

Sovereignty before scale.

When tension arises between investor expectation and community decision authority, the community wins. Always. The protocol will rather slow the expansion of the federation than violate a bioregional consent. Patience is the posture; sovereignty is the reason.

Never exploit. Never desecrate. Never coerce.

These are not aspirations. They are the field the platform stands within. Indigenous lineage is honored as lineage, not as story or branding or marketing texture. Image and likeness require recorded consent for each use. The platform does not own bioregional data; the bioregion does, and may withdraw it. When uncertainty arrives at a boundary, the protocol pauses and asks the stewardship before it acts.
