The practice
The circles organize the practice. They are not departments and they are not committees. Each one stewards a specific craft inside the federation: a discrete body of work with its own pace, its own staffing, and its own season. The protocol coordinates the nine without commanding them.
Circle 01
Holds the mapping, the dashboards, and the practice of seeing a bioregion clearly. The work of making a place legible to itself.
Circle 02
Holds the digital infrastructure and the consent layer. The bioregion owns its data; this circle keeps that promise intact.
Circle 03
Holds the relationships between bioregions and the bridges to aligned institutions. The Bioregional Embassy lives in this circle.
Circle 04
Holds the relational ground that has to be tended before any other work can land. Trust is the prerequisite, not the byproduct.
Circle 05
Holds the documentation, the film, and the narrative infrastructure. The lineage travels in story, and this circle tends the story carefully.
Circle 06
Holds the consent practices and the Flow Fund decision architecture. Where the bioregion votes on what flows through it, this circle keeps the form clean.
Circle 07
Holds the festival craft, the ceremony, and the gathering economics. The Permatours lineage lives here. The Celebrate phase is its work.
Circle 08
Holds the regenerative practice itself: agriculture, ecological restoration, water, food, energy, material craft. Where the protocol meets the land.
Circle 09
Holds the two-rail capital structure, the catalytic pipeline, and the recovery profile. Where philanthropy and patient investment learn to move together.
The federation
Read from outside, the federation can look like a single platform with a single tempo. Read from inside, it is nine circles each holding its own craft, its own KPIs, its own staffing, and its own season. The protocol coordinates without commanding. Decisions that cross circles move through consent practice rather than ranked approval.
An advisory ring surrounds the stewardship and an embedded counsel of record holds the legal scaffolding. Mycelial Law trustees the boundary between the bioregion and any capital that meets it. The work compounds because the form respects what is sovereign and coordinates what is shared.
